Act 10 Ruling Leads to 'Hurry Up and Wait' Approach in Shorewood

As the village and school district prepare to finalize budgets, they say all they can do is wait and see what happens after the state's collective bargaining law was ruled unconstitutional on Friday.

Municipal and school district leaders are left pondering, "What's next?" after Friday's ruling that the state’s collective bargaining law is unconstitutional. Dane County Circuit Judge Juan Colas' ruling on Act 10 came out of the blue and at a time when municipalities and school districts are in the middle of budget planning for the next fiscal year, or putting the finishing touches on budgets. School District Superintendent Martin Lexmond said like many school district across the state, Shorewood is in "wait and see mode." "We’re paying attention to any new information about how to respond," Lexmond added. State Superintendent Announces $7 Million Plan to Phase Out WKCE Tests

Shorewood Supt. Martin Lexmond said the proposal — which would replace the current high school assessment with a four-test ACT suite administered to high school students starting in 2014-15 — provides an opportunity to better measure student growth.

The Wisconsin Department of Instruction is hoping to usher in a new era of learning and assessment at every high school in the state. State Superintendent Tony Evers on Wednesday announced a proposal to replace the Wisconsin Knowledge and Concepts Examination (WKCE) with a suite of ACT assessments to measure student learning and better prepare the state’s youth for post-secondary education careers. “This is really a historic day in Wisconsin,” Evers said. “We’re moving to a different place in the state, and we need to make sure every student is adequately and significantly prepared for their future careers.” Evers said the assessment suite would include four different tests, which would be paid for and provided by the state. School Employee Handbook Approved Following 12 Months of Work

Teachers will have a handbook in place which will define work rules when they report for school Sept. 4, but officials said they will revisit the document this winter.

The Shorewood School District will have an employee handbook in place when teachers report for the first day of school Sept. 4. Nearly a year to the day the Shorewood School Board vowed to work with educators on a new employee handbook — even though negotiations between the district and teachers are now limited to wages under state law — school officials unanimously approved the document Tuesday night. The new handbook will define work rules on matters that used to be negotiated with the teachers union, such as benefits, hours and more. Shorewood School Board OKs Contract for New Superintendent Martin Lexmond

Officials approved a two-year contract with a $150,000 annual salary, along with a minimum 1.5 percent increase in the second year and first extension, for new Shorewood superintendent Martin Lexmond.

The Shorewood School Board put the final stamp on Martin Lexmond taking the helm as superintendent, unanimously approving a two-year pact Tuesday. The contract, which covers the 2012-13 and 2013-14 school years, calls for a $150,000 salary and no less than a 1.5 percent increase after the first year, and the first extension of the contract. The contract goes into effect on July 1, when Lexmond takes over. "I'm really looking forward to getting started," Lexmond said Tuesday. "Just being present and interacting with teachers, and interacting with the community really starts the learning process and even adds to the excitement." I own my own business. The more I sell the more I make. Thus, by definition I am paid EXACTLY what I am worth. I work about 70 hours a week. I work at least 6 days a week. In the past I always worked job where there was a salary and extensive commission and/or bonuses. Those who were more valued to the company were compensated more. Kohler's Lexmond Tapped as Shorewood's Next School Chief

Lexmond, superintendent and principal at Kohler Public Schools for the past two years, beat out current Lake Bluff Elementary School Principal Kirk Juffer for the post.

After a four-month search, school officials announced Martin Lexmond will take over as superintendent of the Shorewood School District this summer. “It is truly humbling to have an opportunity to serve the Shorewood community. Shorewood is known and respected for its commitment to student excellence,” Lexmond said in a prepared statement issued by the district. “I am excited to lead a team with such an enthusiasm for the education of its children.” Lexmond, superintendent and principal at Kohler Public Schools for the past two years, beat out current Lake Bluff Elementary School Principal Kirk Juffer for the post. Shorewood School District Closes In On Superintendent Hire

Board members fielded range of comments from community members during Tuesday's meeting, then went into closed session to discuss the hire. No firm date was set for completing the process.

The Shorewood School Board, on its last leg of a search for a new district superintendent, fielded a wide range of comments from community members Tuesday during its regular meeting. Community members voiced their support for both finalists: Kirk Juffer, principal at Lake Bluff Elementary School, and Martin Lexmond, superintendent of the Kohler Public School District in Kohler. "I was impressed with Mr. Lexmond," said resident Mark Sweet. "I thought he was optimistic and excited. He came across as a solid, optimistic and stable force."
