Shorewood Police Help Bring Down Prescription Drug Fraud Ring

Investigators have arrested and charged at least 23 in connection with a Oxycodone pain pill drug ring.

Two Milwaukee men face felony charges of drug possession by fraud after Shorewood police collaborated with area law enforcement agencies to unravel a large prescription drug ring.

Jasper James Roy, 32 from Milwaukee, and Carl Jay McAfee, 51 from Milwaukee, were charged earlier this month in Milwaukee County Circuit Court with obtaining a controlled substance by fraud after a nine-month Drug Enforcement Agency investigation unearthed a drug ring forging and passing prescriptions for Oxycodone.

The investigation began in February 2010 after Shorewood, Wauwatosa, Milwaukee and Glendale police observed an increase in instances of prescription fraud. At least 23 have been arrested and charged in connection with the ring.

According to the criminal complaint:

Roy was among a group of 11 charged with passing forged prescriptions at area pharmacies. The group used prescription pads allegedly stolen from Milwaukee doctors' offices and then paid for the prescriptions with their BadgerCare insurance, paying only $1 while the state picked up the tab.

Roy told a Shorewood detective he asked “a guy” to get him pain pills and the “guy” gave him an already filled out prescription. Later, Roy was called and asked to pick up some pills in return for $100. He was dropped off at in Shorewood, 1325 E. Capitol Dr., where investigators believe Roy passed fraudulent prescriptions on three different occasions. On one occasion, BadgerCare paid out $56 for Roy's prescription.

Roy faces up to nine years in prison and/or $15,000 for two charges, if convicted on both. He has pled not guilty to his charges and is scheduled to appear in court Nov. 1 for a scheduling conference, according to online court records.

Authorities say McAfee admitted to supplying at least four stringers with several fraudulent Oxycodone prescriptions, which were passed at , 3512 N. Oakland Ave., in Shorewood and paid for with BadgerCare insurance cards. In two instances, he paid a woman $200 to fill a fraudulent prescription for pain pills.

McAfee faces up to 10 years in prison and/or fines of up to $10,000, on each of three counts, and is scheduled for an arraignment hearing Nov. 8, according to online court records.
