Less than an hour later at about 11:23 p.m., police pulled over a car driving without its headlights on in the 2200 block of East Capitol Drive. The officer smelled burnt marijuana in the car, according to the report. A 27-year-old Whitefish Bay man and 20-year-old Chicago man were later arrested for possession after police found two glass pipes, two baggies and two prescription bottles, all containing pot.
