Couple Charged After Dual Chase Through Shorewood

Man and woman flee from police on both foot and car after they allegedly shoplift from Pick 'n Save.

A Milwaukee couple is facing charges after they allegedly got caught shoplifting from a Shorewood store and then tried to flee police in two separate chases.

Larry D. Stephens, 19, was charged in Milwaukee County Circuit Court Thursday with one count of possession of THC, one count of retail theft and one count of obstructing an officer. Angela Marie Billings, 20, was charged with one count of attempting to flee an officer, one count of retail theft and one count of obstructing an officer. If convicted, they could each face up to five years in prison and $25,000 in fines.

Police were called after Billings and Stephens were seen stealing items from Pick ‘n Save, 4145 N. Oakland Ave., and driving off in an SUV. Officers found the SUV and pulled them over in the 1600 block of East Capitol Drive.

As an officer approached the vehicle he could already smell burnt marijuana coming from inside the SUV and told Stephens to get out. The officer then tried to handcuff Stephens, but he ran away from the officer. At the same time, Billings moved to the driver’s seat of the SUV and drove off.

The officer who pulled them over began to chase Stephens while another Shorewood officer began chasing Billings in the SUV.

Stephens ran and hid in some bushes, then began to run again after he was spotted. While he was jumping a fence, the officer tried to stun Stephens with a Taser, but the device malfunctioned.

Eventually another squad car caught up to the foot chase and stopped in a parking lot in the 4000 block of North Wilson Drive, where Stephens gave up and laid on the ground.

He then gave officers a fake name and a drivers license with the same fake name on it.

Meanwhile, the other officer chase Billings for several blocks until she gave up. She also gave a fake name and officers found the stolen items in the SUV, along with 30 different medications, which officers later determined were stolen from a Target store in Cedarburg.

Shorewood police were also contacted by the Cedarburg Police Department and Menomonee Falls Police Department regarding the suspects who may have been involved in other retail theft cases in those communities.

Both suspects were being being held in Milwaukee County Jail as of Friday afternoon.
