Village of Shorewood Memos are Garbage

Once again all the garbage cans in the alley have bright sheets of paper sticking out of them.

It seems when the Village of Shorewood wants to communicate with the residents, they have the garbage collectors place memos halfway in the garbage cans with part of it sticking out.

Does the Village Administration really think that people want to pull memos out of their garbage cans ?  Has the Health Department been consulted as to whether this is a healthy way to communicate?

In my alley it seems most people just ignore them and push them into the cans --- who wants to read garbage?

Even better when it is raining, they are limp sheets of paper falling apart.

Lastly, isn't it a violation of Village rules to put paper into the garbage --- shouldn't it go into the re-cyclables --- hmmm I wonder if it is new paper or recycled paper they are putting into the trash?
